On 3rd October, 2019, 3rd International Education Seminar was held in Higashi-ichijokan, Kyoto University. The Lecturer was Ms. Izumi Ohno, Director of JICA Research Institute, Japan International Cooperation Agency.

In the lecture titled “Japanese Development Cooperation in a Changing World”,  Director Ohno, while reviewing the historical background, theory and practice of development cooperation after World War II, comprehensively discussed how Japan’s development aid has been changed to cope with the changing world that led present “Age of Turbulence”, where we observe the rise of unilateralism, the global power shift, etc.

In the rapidly changing horizon of International development, the international community set the SDGs and the Government of Japan has propelled a “development cooperation” by taking advantage of private sector vitality with keeping the goodness of Japan’s previous development assistance. With the vision of “Leading the world with trust”, JICA aims to realize the policies of the Japanese government of “human security” and “quality growth” . What is required for development cooperation in the “Age of Turbulence”? Director Ohno pointed out the importance of “Network-based Development Cooperation”. Both societies of (recipient) Partner countries and Japan are comprised of, and supported by various diverse stakeholders. In the future development cooperation, it is important to “co-create” good solutions by bringing together the power of these various parties. And to that end, building and mobilizing “multi-faceted networks” encompassing various people and institutions is indispensable.

After the lecture, Director Ohno told her message to the attendees, “There are various possibilities in your future course, and sometimes there are twists, but if you have a solid axis of “what I want to do” and “what I want to tackle”, your road will open.”
It was a seminar to get a lot of awareness.
